So, basically, the American Revolutionaries, if they hated women and Jews (slightly more) and wanted the new country to be a theocracy.
They get a bad rap, mainly because anyone that pro-Taliban groups will team up with American backed corporate mercenaries to fight is assumed to be contagious.
The English acronym stands for Islamic State of Iraq and ash-Sham, part of the area they want to break off and join together and you'll have suddenly started hearing it because "ISIS" is a fairly new label and it's seriously caught on, and all the English-language NWO mouth pieces are using it now (personally, I think they picked it because the image of Billy Batson and Black Adam's old buddy leading these guys would seriously annoy them).
You should care, because they are organized enough, and actually viewed as less wacky than some of the other groups, that they are either geopolitically important, in charge of your town, or liable to view you as a legitimate enemy target, depending on where you live. If none of that matters to you, then you shouldn't care.
I.S.I.S.-chan, however, is a cute little avatar of this group, suitable to represent them in various media and satire, and also an attempt to GOOGLE bomb داعش with kawaisa.
You should care about ISISchan, because she is moe, and awesome, and needs more exposure.
