Can't say its a big deal, the ideas behind it are pretty much the same, but for a production ready set you don't want to leave things to chance. So while the initial paintings may of been spontaneous, you want to keep what happens on the set good.

didn't know he was exmilitary though, that's cool.

Protip: this is the case for any single tutorial/production serie on tv/youtube.

People always practice the same exact thing, often several times, before shooting it.

why did he need a reference photo anyway? i mean his paint style was pretty safe so even if he winged it the paintings would come out with the same quality.

production quality issues.
It might be fine if it was by himself in his own seminar, but for a network show they don't like leaving things up to chance. they want to know exactly what will be coming out on each of their shows in advanced for quality checking.

It probably wasn't for bob himself, just protocol for the network.
