Is there any chance a corporate recruiter will try to recruit you for a hire based on your freelance work/online portfolio?

Like for example if someone is really popular and successful online, but doesn't have any work experience for game studios, would a game company ever try to recruit them for their art department?

Yes it's possible if they need a specific style or subject matter for a project and an artist is well known for being great at that thing. Or if they are simply very very skilled. More often though people get hired through personal recommendations or applying.

It happens. Charlie Bowater recently mentioned on her tumblr that the first step in her getting her studio job was someone from the team finding her work on deviantart.

IC likes to find the one outlier example and act like that's how stuff works. Extreme examples aren't useful for 99% of the people looking for advise.

If you remember Bowater was CRAZY popular on DA years ago before she even took that job. She also never posted shit to DA anything like the stuff she does now for work so that scenario would be even more unlikely for someone.

For the general population at large you get jobs by being proactive and applying for them/sending out you're stuff. Passively waiting for jobs is pointless unless you're already pro level and at that point you could already be getting jobs.

Sure, why not? I got a proposal to relocate and work in a big game studio in Germany as a senior concept artist. And I'm not popular or famous online at all nor do I had a lot of work experience and contacts at the time, so this was based mostly on my portfolio. Had to turn down the gig in the end though, because of some personal issues.

Doing vignettes for some magazines/newspapers? Some quick illustrations for small time book covers / local posters perhaps?

Where do I actually apply for those? Do I send random studios my portfolio, just like that?
