Self promotion is immensely important if you intend to get noticed. If you've ever been to deviantart and looked at the new submissions you'll notice occasional very skillful artists who just post their stuff and forget about it, and they get as many views as all the other shit.
Tumblr is slightly better because there are often people actively looking for stuff to reblog if it relates to their interests, but that still requires a bit of pandering and extensive tagging.
I've never once ever seen anybody with a large following go "lol I didn't give a shit they all just came flocking to me because I'm so damn talented." Usually instead you'll hear "it took years of hard work to cultivate a following."
