Basically if you draw the eyes a certain way because that's how you learned to draw the eyes. Then you proceed to draw the mouth the same way you learned to draw the mouth, then the nose etc... then you are drawing with symbols. You don't know the anatomy of what you are drawing but just memorized certain ways each of the features look.
Basically it's just a way to say. Learn anatomy and then you will be able to know how to draw anything in every perspective. And most important of all. You will be able to deviate and draw each face differently. Because you understand the underlying structure.
