It's likely that due to general poverty of the black community a lot of them don't have time to make art and fuck around. Some black Graffiti artists are really ducking good though but Mexicans tend to have them beat.

The problem is that part of the reason they don't get talked about is because they're black. You talk about how the person shouldn't matter, only the art, but outside of notable masterpieces the art world tends to speak of individual works by referring to the artist. It's "a Monet," not whatever the name of the piece is.

The reason theres less said about masterpiece by black people is the same reason there's less said about Brazilian artists or Malaysian artists or any other group of people from outside the Anglosphere. This site is populated by mostly Americans & Europeans, the media we consume is focused around art from our countries, so yes of course there's going to be a preference for that kind of art made by our race. Travel to China and look at what artists are talked about there, it will be mostly Asian. If you want a focus on black artists why don't you move to Nairobi and get involved with the art scene there, I heard it's a nice place to live.
