That's not even an hour a day. Pick a beginner book from the sticky (I preferred Keys to Drawing) and work on it at least 1-2 hours a day.

Well what are you drawing in those 5 hours?
Study should include study of the fundamentals like anatomy, colour, perspective, etc
Things that enable you to draw anything so that when you want to draw something all you need to do is look up some reference and you're set

Also how long have you been arting seriously overall? For the first half year or year or so you won't create anything pretty

Five hours isn't that much.

If you want to draw a dragon, do dragon studies. Do studies of Smaug or whatever dragon you find. Do many of them until you can grasp how their anatomy works and how light reflects on their scales. After each study, apply what you learn to your own drawing or painting of a dragon.

I have the same problem, I want to draw in my head more than actually on page, 5 hours in week is a piss in a ocean, it takes years of persistant work. There's no short way, you gotta rump up those hours, and rump them up on deliberate studying and practicing.
