I don't think this is a cut and dry thing. The USSR's space programme scared the shit out of the West, and consistently. But their agriculture programme was a total flop, trying to blend Marxism with genetics in some ass-backwards attempt at agricultural "science". This isn't a simple "gommies a shit", it's much more complicated than that.

This communist dictatorship was pretty efficient at modernizing a country through a late industrial revolution.

The problem was it was only ready for the industrial revolution. What came after was unknown and confronted to it, communist elits just applied the old method.

Number were still increasing artificially, but that's not what the soviet state needed. They needed to embrace mass consumption and new technology as Western country.
