I don't think they were nearly as barbaric as peoples living above the rhine.

Anyway, the Varian disaster probably helped Germania indeed. If Varus wasn't such a poor administrator, maybe the teutoborg disaster wouldn't have happened and Rome would've been more confident instead of being conservative about it. But it's not like they were renouncing an utopia.

The Romans had the Rhine as a defensible frontier. In that sense it was much easier to force them back without the need to take the fight to them. Besides the Germans were much more unruly than the Celts. It simply would've been a waste of resources for little in return.

I still can't find one reason for them not to simply annex it. My guess is that it probably isn't a simple question with a simple answer. perhaps some emperors did want that and failed, while others didn't and would've succeeded.

Yes they tried, August tried to invade Germania east of the rhine by replacing the Rhine with the Elbe as the frontier, but they got BTFO by the german armies in the infamous battle of the teutoburg forest.Afterwards they didn't invade again, as the Romans were fond of using the Rhine and Danube as natural frontiers, the so called 'limes'. This was an easier way to defend the empire against invasions than placing the border in some random forest. And of course, Germany didn't have much value.

The teutoborg disaster was a well thought trap that used the ingenuity of Varus in order to put the legions in the worst conditions and territory possible. It was an ambush. You make it sound like Romans were pushing in and suddenly some mighty Germanic army beat them out of nowhere.

They tried briefly in the early 1st century CE but it failed due to poor behaviour by generals and officials. After that it was just considered a shit wasteland that wasn't worth conquering. They spent the next few centuries performing punitary expeditions designed to massacre and enslave some Germans and to foster resentment against each other through a divide and conquer approach. Gradually the German tribes began to coalesce into larger tribal federations in response to Roman attacks and became more powerful. By the end the Romans and Germans essentially just fought small scale guerilla wars across the Rhine as the Roman army began to change in form, they lost the ability to project their strength as civil wars depleted their numbers and the government lost tax income.
