"and" used to be a letter. It's where the word "ampersand" came from - it's a corruption of the phrase "and per se."
So you'd say your abc's like A per se BC... I per se...XYZ And per se.
This isn't like wynn, thorn, ash, eth, etc because those were never part of modern English. & can be found in modern English alphabet listings all the way up to the 20th century and there's still debate over it.
