Muslim countries needs to have strong and centralised goverments to keep people from falling into influence of decentralised and localised mosques. All of the leaders you mentioned somehow took control of this mosques by connecting them to state like secular ones or created a clergy class from thin air like Khomeini. It is not problem of democracy, monarchy etc. it is about fighting the Islam's decentralised nature which requires strong centralisation that is easily acquired under authoritarian rule.
