Really the odds are so astronomically high and the rigors of long term survival as a civilization combined with the sufficient organization and development for large scale space travel means if they do exist with inteligence it's either so far away a meeting is nigh impossible or simply long dead/incredibly under-developed.
Note too that inteligence and consciousness is not necessary exactly, they could just be meat atomata akin to rocks except they eat
Or they could be so impossibly different from us that neither would ever recognize one another
