b - Costa Rica is a very 'developed' country, so what we have to offer in terms of tourism is what you can get on developed countries. We dont have the kind of 'ethnic' or 'exotic' things other Latin Americans countries have, that 'third world' attractive first worlders like for some reason, we simple cant compete against a whole town without electricity from Nicaragua, for example, or a colonial town in Peru.
c - Costa Rica was a peaceful tropical option, but in the last 30 years Panamá and Nicaragua (for example) got peaceful too, and they are cheaper options, with colonial towns and shit like that. Then again, we cant compete, we cant simply build an old Spanish town (its not our fault they didnt do shit here).
d - Fucking Cuba opened to Amerifats, less tourists now.
Basically what people is doing now is investing of high class, expensive tourism. Less people will come, but shit, the market is asking for something the country can provide.
