That's how the space race happened, neither country was actively engaged in a conflict with each other but was preparing for one. War requires resources that would otherwise go towards moon rockets.

He'd be an aging engineer complaining about how the NASDP keeps cutting his funding for more immediate concerns, like building the Breitspurbahn or sterilizing all slavs or reeducating all Brits. Without any enemies, there's no reason to fund a space program.

Large superpowers don't naturally coexist peacefully so as soon as Britain and Russia were under German control the focus would have been on taking on the US somehow. This would have been a bloodbath, even with jet fighters and rockets, as the US had much better radar systems and a much greater capacity to build bombers and submarines (and, more importantly, nuclear weapons for them).
