Someone crossing a street is likely to be mistaken for a gang member attempting to seize territory by "posting up" on the other side of the street. Gangs cross the street, loiter on one side, then cross the street again to loiter. This is called "zig-zagging" and it is how a gang established control over its "turf".
It's not illegal if there is a crosswalk (aka "zebra trail"), but if you look like a gangster you will likely get shot by the police or a rival gang.
