Though they will never admit it (because MUH PRIDE) Russia and China are in the same league as the UK and France.
China only has economic power - no soft power and its armed forces have no power projection.
Russia only has military power - but no soft power and mediocre economic power (wasn't their economy smaller than Spain's up until a few months ago?)
The USA is the only country in Tier 1. China, Russia, UK and France would be in Tier 2 (Nukes, permanent seats on UNSC, pretty strong militaries, etc) and Germany and Japan would be in Tier 3 (economic power, but little else).
