It's a pretty common thing in suburbs. Last year in a town with a population of 80,000, 1,000 kids got arrested. In cities and rural places though it's pretty rare.

And we have Kings night, which is the night before Kings day, where people get very drunk.

Yes, we (at least in Bavaria) have the tradition of "walpern" which is basically what OP described. It is done in the night from 30th March to 1st April though. Pranks include papering houses or trees and toothpaste on door- and carhandles.
