before the FDA was anywhere near as strict as it was, a guy killed a bunch of people by lacing tylenol with cyanide and demanding ransom. This had nothing to do with halloween, btw.
After this, tampered halloween candy reports erupted with basically zero evidence for it. There's been a handful of legitimate tamperings, but over ~50 years that's to be expected tbh.
