Louis XIV has built a far more durable French identity (in arts, in manners or in ideas), than Napoleon. In fact, Louis the Great has truly built a "civilization", while Napoleon's reign was """only""" a "rush to glory", and while it is probably more impressive than Louis' deeds, it is not really a truly lasting and stable identity (at least in my opinion).
So no, Louis XIV would have been the obvious choice (although Philip Augustus is acceptable too)
