After WWII the USAs Southern states faced a dramatic low demand for cotton. It would have throughn the country into desaster and recession. Many Southern States citizens would have end up ruined and jobless and in debts with all the well nown chain of repercussions...
So the USA bought all cotton for a fixed price far above the marked value and instead of burning it away. A whole year of raw cotton production was lend to the countries of destroyed Europe. The "Value" of this deal was measured by the price the government of the USA paid to the farmers. Plus the conditions were that 10 % of the "Money" (that was indead raw cotton) had to be spend for media productions positive about the USA and the Marshal plan. No joke.
So every Marshall plan country could have used the raw cotton in their production or just sell it on the marked to get actuall money of it...but the prices were realy realy low...
Thats' the reason why the jeans is such a symbol of Westernization. Soviet Communists had no jeans.
