secondly when you have a population of more than 410,000,000 people obviously not every one will agree on one form of governing body, while you have some countries being monarchies while others are broken democracies this in turn makes it hard to have one sort of government since most arab countries since independence have been having a roulette with different form of rule (from monarchies to elected to dictatorship to hybrids of the three)
thirdly it poses a threat to the abovementioned american and western "intrests" in the region and as such they prefer to keep it divided (thats my personal opinion but i feel i sound like a nutjob if i actually say it)
and lets not forget the big middle finger in the region that is israel
