I'll give you the following explanation to how I perceive racism:
Let's assume a black family moves in an all-white neighborhood.
A racist would immediately attack them verbally, most likely also physically. He might do them harm, or cause damage to their property, in an attempt to force them out of the neighborhood.
A xenophobe will just ignore the black family. He will not go over to their house to welcome them, and he will most likely instruct his children to stay away as well.
He will not harm or attack them. He will just keep his distance.
A "normal" person will welcome the family. Most likely take his own family and go over to meet them, and have coffee or dinner.
Let me know what you think, and in case you insist that the label of racist does not apply in the example I just presented, how would you describe each person using your own definitions.
