Sakuya wouldn't count. Marisa *may* not count because she cut ties with her home. It's a red flag for Kosuzu, though, since FS is all about her straddling the line and willingly playing with dangerous forces. It's a tease.
It doesn't really matter that he wasn't advertising it. It can't be guaranteed that word wouldn't get out among the villagers.
