R18.com if you're outside Japan, though with a bit of persistence I think it's still possible to get past the barriers and make purchases without even having to use a VPN. At least, I was able to not too long ago.
Unfortunately, as far as I know,
R18.com is the only website legitimately selling download versions of JAV DVDs that is designed for the overseas market. Getchu does have some English language webpages, but they're basically just a guide on how to use the Japanese site.
R18.com has gradually been bringing more AV studios on board (they didn't have any SOD films until relatively recently), so hopefully they'll continue doing so.
