It was written in late 19th century, not too long before Meiji era, and the Japanese were pretty damn westaboo in Meiji. The elite loved showing off everything western about themselves. One of the Five Charter Oaths was to search knowledge internationally.
So a bunch of westaboos in training go to the west, and surely Alice (in Wonderland) was all the rage.
Besides, Alice in Wonderland is timeless.
