We put out solicitations to businesses (Small Business First!) to compete on giving us what we want. Then we make a contract. Then the work gets done.
It wouldn't be so bad without all the damn useless accompanying paperwork we have to fill out, the timelines, and with the three big Federal Rule Books (Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS )/ Air Force Federal Acquisition Regulation Supplement (AFFARS)) we have to follow. Because we're spending taxpayer money, there's always an eye on what we do, especially as the dollar value climbs.
End of Fiscal Year sucks because everyone goes into a spend frenzy to offload all their cash so they don't waste any. It's not wasted, but more projects that are classified under "If we have the funds we'll do X". It gives us a huge workload though.
There's impact though, I've done mold removal on the flightline vent pipes, done a few garage door replacements, gotten STK software, and inventory software. Oh, and metric fucktons of flightsuits. And I've also explained what an IDIQ contract was to some tinfoils on here not too long ago going on about "WHY IS DHS BUYING 50 GORRILLION SHOTGUN SHELLS!!?!?!11"
