For that cop to not even have his hand near is his gun is insane and for a cop, it's all about having control of the situation. That cop is acting extremely passively which is strange. As far your assertion of, "Don't cops often do that little power pose as well?" I honestly don't take it as a power pose but have never seen it in conjunction with the body language like the guy has in the OP. Body language is important, what I've seen from cops when I've been pulled over is more of a hiding behind the B pillar with a hand on the weapon just in case until they know what is going on. Their body language is more of precaution.
Of course, it's just 1 picture frame in the OP, could be entirely misinterpreting it.
