Rearm and train the cartels. Coordination, discipline, ferocity, scare tactics, ability to merge with population: they're practically guerilla army already. Just give them basic infantry course (unit cohesion, controlled shooting, fire and move), provide them radars, software defined joint radio systems, as well as jammers/blockers, anything to avoid being tracked by GPS. Pay particular attention to their anti-air capabilities (drones and helicopters); better yet, equip them with UCAVs of their own. Then send them across the US border.
Meth and cocaine will be subversively used as weapons throughout the depth of the front; steady flow of border guards coffins, exquisite HD videos of torture, beheadings, rape and gore in Arizona and Texas coupled with lack of Washington's capacity to adequately respond to it with conventional means will undermine federal authority in the region. Filling the vacuum of government power, private contractors and innawoods vigilantes from all over the country would flood the scene. The US border will gradually become third world warzone, failed state entity with no recognized institutions or laws.
So as a Russian, I have no reason to hate cartels at all. They're our major assets in the impending hybrid warfare against the United States.
