Glacis, yes, because Germans did not have APDS for it, although perfomance of 20-pounder gives a hint what would come of it. It also worked both ways, because with BR-412B offered penetration inferior to Panther's Pzgr. 40/42. Even post-war BR-412D would likely fail to defeat Tiger's glacis.
Using French 75mm SA50 as reference point for Panther makes its 75mm still somehow revelant.
But all in all, yes, Pz IV would be o badly outgunned, and same goes for tank destroyers, StuGs and Hetzers.

You cannot afford vehicle waste, if you can't replace loses.
