Just turned 19 and wanted to do an AR-15 build. The problem is that I want it to be completely custom and I know that you have to be 21 to buy a stripped lower receiver. Other than finishing an 80% or purchasing a completed rifle it seems there is no way to do this. So I was wondering about the legality of having an FFL order the receiver, and finish the rifle for me and then transfer it as a rifle to me (providing they are legally able to make custom built rifles.) I live in WA so legally I cant purchase a stripped lower face to face, it would have to go through an FFL. Fuck the libtards in WA state
