Why doesn't some organized gun group file the paperwork to manufacture a machine gun and then sue the ATF when they get declined on the basis that they need to manufacture their own because there aren't enough full autos out there to exercise the 2nd Amendment right? Basically that the Hughes Amendment has created a shortage and that that is an infringement.
