It'd be a far flung future where the public will make any weapon available for civilian use, but either create armor or mass effect shield generators able to shrug 20mm fire or avatar surrogates leaving people out of real danger. Course when there's war there will always be boots on the ground and small arms will continue to be used by the military.
Small arms will become too dangerous for the public when you can get a plasma blaster that can hit a guy harder than a 50 cal and have same recoil of a .22 pistol. Also becoming so much mass produced and as cheap as a hi-point or a 90's era Mosin or AK.
I'd personally like it if we can get cheap and damn effective non-lethal weapons but shit is hella expensive or barely effective past 10ft or too dangerous to use at 10ft or less. Waiting for P.E.P.S to be a thing.
