You have to consider that they'd take no small steps in ensuring nobody gets their hands on the means to manufacture.
This means forbidding, restricting, or tracking sales of anything even remotely explosive or bullet shaped, including primers, powder, bullets (the actual bullet part), new or spent brass (including metal replicas).
I'm not sure what anyone could do short of making blackpowder and cast lead ball from scratch.
