Not hard. But they wont carry a big warhead.

China's doing similiar things with their SY-400 Guided Rocket System, which is basically an SM-2 turned into an agile, guided land-attack weapon.

Even though it has a range of 400km, it only carries a 200kg warhead. But it is quite maneuverable and can evade missile defense.

They tried it with the SM-2 in the 1990s:

But its kind of a moot point since RIM-174 (SM-6) is being upgraded for a land attack role as well:

That missile had some pretty damn impressive maneuverbility when it was used in 2014 by researchers to study the Typhoon Haiyan.

It not only did mad moves, but also dropped sensor-payloads along its way until it reached the eye of the storm.

For fuck's sure that this missile is capable and designed to defeat missile defense measures.

The Type 052D and 055 destroyers/cruisers will probably quad-pack the SY-400 in their cells and use them to spam USN carrier groups.
