Fear of nuclear conflict drives nations to be very clear about what they are doing, and drives a certain amount of cooperation between otherwise hostile factions.
The best analogy I have can give you is actually from an American Dad episode.
In it, Stan and Francine have spent most of the episode scaring the hell out of each other. By the end of it, they are so wary of each other that they announce what they are doing loudly to each other.
"I am in the house"
"I understand that you are in the house"
"I'm going to come into the kitchen"
"I understand that you are going to come in the kitchen."
And so on.
Its very similar to the way that to nuclear armed nations will deal with each other to prevent the kinds of misunderstandings like Able Archer or REFORGER 85.
