All plans and schemes are ultimately incredibly short sighted and out for short term gain. Even a lifetime of financial gain is short term. No one wants a new empire, no one wants a new "Rome". They want money, they want power NOW.
I am too small of a fish for them to ever notice my existence. At the very worst case I am a number on a spreadsheet which is used in some sort of algorithm to try to sell me Coke or Clinton.
I have seen the inside of the government beaucracy. There isnt a room of hackers all hacking and building elaborate "files" on "dissidents". There is massive laziness and a real lack of accountability.
Mr. Smith in the NSA would have to actually CARE about spying on you. But he doesn't. He wants to surf Facebook, drink coffee, talk about the game, flirt with Becky. He will do the absolute bare minimum then punch out 30 minutes early and still be promoted because of seniority.
No one is out to get you, because no one cares.
