I say make a sand table, historically used as a military strategic tool for planning and simulating battle plans. Then get some little green army men ( classic /k/ids toy, cheap)
Then make up some rules.
I like using lengths of string with knots representing distances ( full length is weapon range, then throw distance, sprint, walk and crawl)
I like a 2 D10 system for skill execution ( 0-100 chance in one roll 50 being average) make up skills and assign points to be distributed.
Kicking around an idea to use D6 (very common) and a deck of cards too. Different cards from your hand being played to augment dice rolls or cashed in for abilities or equipment. (Suicide kings = fighting bonus, heart cards = first aid for the face value in HP etc)
The idea is dice and cards have long traditions of living in soldiers pockets, use both.
Tldr little green army men + dice + cards + string = 5 card stud/warhammer/chess
