Noise is minimal, with the forward section of the suppressor attached. Without it, it's just a ported barrel and maybe a baffle or two IIRC, so it can be quite the opposite of silent but still better than a normal gunshot.

It affects velocity to a degree, akin to any cooling of the gases upon the primer being hit.
