you can increase a bullets vel. Two ways, make a bigger case, with tons more powder, increasing gas volume, but also recoil (your magnums), or increase pressures, the less empty space in a case, the higher the PSI.
this is why something like the .338 fed, a .308 case opened to .338, is only ~300 fps slower than the .338 WM, with almost half the F lbs of recoil of the WM.
