Dropping the mag would take about as much time as dropping the rifle, putting your hand on the new mag would be the same as putting your hand on the pistol, bringing the magazine up near the mag well (or even slapping it completely in if you have REALLY smooth reloads) would be the same as pointing the pistol at the target, but that still leaves actually fitting the mag in (if you don't have smooth reloads) and working the charging handle before you can fire the rifle, where as the pistol is good to go.
It's been a while since I've timed my reloads/draws with my pistol (don't have a rifle,) but if I remember correctly my draws were about a second faster. And that's with aiming. If the target is close enough, I could point shoot faster than that.
