Think of about 3 things about which you could have a conversation with the person you are attracted to. These shouldn't be one off statements, but things you can have a little bit of follow up with after the initial statement. Something like "Oh I see by your shirt like so and so band, I've always been interested in them too ever since blah blah album." You plan ahead because you want multiple ways to get a real conversation started. If it looks like a conversation is getting started, make sure to interject and introduce yourself, get a name, say "Oh by the way I am Anon, and you are?" Then continue conversation, if conversation looks good after about a not too long while say hey I have to run but can I get your number so we can maybe meet up again?
