If she was actually born with 8/10 facial features, she'd probably look just as good with or without makeup.
But lets talk about an average looking dude. If he had a round face with soft features, makeup could definitely help increase his looks. But if he had crazy masculine features like a strong brow, lantern jaw and chin, makeup wouldn't really do much. Maybe guyliner, but that's about it.
