Just go in the women's. What I did initially, and still do in new places is, if I've never used the toilets in a certain place before, I'll have a friend go with me the first few times. People are less likely to question it if you're with other girls, and if they do, you'll have back up.
I'm kinda lucky to be in a relatively small university town, so its easy to get to know staff, and become a regular face in a lot of places.
If you're really worried just go at home. More often than not I only pee out when I'm drunk cos public toilets are gross for both sexes.
