Do LSD, listen to weird music, go through a ton of videogames or movies or shows as fast as you can, meditate, travel, exercise, do whatever gets you exhausted or out of your confort zone, even if it's something as minuscule as looking at trees; then think of what is happening, what you feel, what your senses are doing, why it's happening, how it will proceed, think about it in as many ways as you can, relate it to as many things as you can, look for the details and the bigger picture; remember nothing exists in isolation, nothing exists permanently. You don't "find" a plot, it's all in the way you perceive things. Even the picture in your post tells a whole story: it has an artstyle, a set culture and period in time, snow falling, the night of a city filled with light, firemen moving around, and so on; all this in complete stillness.
