If you mean all that tearful bunch of river-novels, it was garbage.
If you mean 19th century poetry, the vast majority of it had little to no redeemable value, but the remaining minority has been some of the greatest things ever written.
It appears to me as a rather inconstant era, rocking between genius and sheer mediocrity, or, perhaps, it is simply that time has not yet weeded out the lower-quality works, such as what it has done to the 18th century downwards.
