It's got a weak opening from a poor original director choice that we acknowledge but improves on rewatching and their is plenty of side material to improve the watching.
Then it has average to low quality animation in the original series so people aren't going to be pulled in that easy like something flashier that gives instant gratification.
Then it also has Hiraiface which normals kneejerk against hardcore because they think it's expected you're supposed to.
And now the mecha fights use CGI (Good CGI) which causes more kneejerking from normals.
