It's actually a cool little detail, looks nice, and has some actual sensible purpose, protecting the joints.

Ground Type I get because it was rolled out late in the war and is essentially a Ground GM with a different head and paint job to scare the Zeeks.

Alex was a prototype designed specifically for Amuro, again, late in the war after his Newtype bullshit surfaced.

It's all these ones that were apparently in production alongside or right after the RX-78-2 that I don't get. I thought for most of the war, there was just THE Gundam, and more Gundam-type suits started being developed because of its reputation?

According to MSV there were dozens of RX-78-1 units that were fielded in battle, and later upgraded. They went all the way to RX-78-8 I think? It's the most hackneyed bullshit ever, just to sell recolored toys with new accessories.
