Amuro helped stop two wars and saved the entire planet while simultaneously showing them the light of the human heart while Setsuna helped stop dozens of conflicts, united the entire world, then helped destroy the cancerous organization that led to before becoming the first human to contact aliens as well as the first human to leave the solar system.
Flit really doesn't have shit on that. Especially when you look at his record with a bit more scrutiny. You might claim he built his own Gundam, but really the AGE builder did that, he just stood around ready to collect whatever it shat out. He built the AGE builder, but did so off someone else's plans, which isn't really all that impressive all told. He became head of the Federation I suppose, but then, he did a piss poor job of it. I mean, his main platform was getting rid of the Vagan traitors and the next time we pick the story back up, not only is the Federation swimming in Vagan traitors but so is the entire planet. And they pull off a major terrorist campaign and kill thousands because of it. Add to that the fact that literally only person in the entire Federation seems to have any remaining respect for the dude and it gives the impression he didn't do much and no-one actually gave a fuck.
He helped stop a war I guess. That's Gundam protagonist 101 though. Unless you consider getting a statue to be grounds for accomplishment I can't really see why you'd consider him more accomplished than most any Gundam protagonist frankly. Kamille actually designed his own Gundam, Uso was a more effective child pilot and Kihel was a more effective politician since she and Dianna might as well have been the main characters of Turn-A.
