A nation that shuts out the outside world and keeps to its own devices, acting as if they have no obligation to pick up the slack when its allies come calling and need help but are happy to take the assistance of other countries. To keep to the illusion of peace and all that shit.
So Tsuge's plan is to fuckstart the Japanese populace's awareness of the outside world by making them live in warlike conditions, to show them that they don't live in a bubble.
In this, I can assume that Tsuge is Osshii's mouthpiece, and as such is supposed to be viewed as a tragic figure; his motives were pure, as both Shinobbs and coffee-man sympathize with him, it's just that his mehtodology was too extreme.
You have no fucking idea how aggravated I am right now, because I didn't wath it that long ago and yet everything I wrote is probably all horseshit because I've forgotten most of it, and now I'm going to have to watch it again.
Anyway, the point is I thought it was a fantastic movie, but I don't really see how people could get a "high" from it or whatever - it was too slow and ponderous for that. It doesn't seem like the kind of thing people on /m/ would like.
