Though it was released on the same production schedule, apparently the Mihoshi Special, as much fun as it is, is two things: first, it's MIhoshi telling a story that may or may not have actually happened (most obviously, she replaces all of the personalities with people immediately in the room with her). Second, even within that context, it's not apparently just a day of her life in the OVA, but its own timeline (comparable to 'The Daughter of Darkness', which borrowed elements from both Universe and Ryo-Ohki).
I actually thought it was an OVA episode as well, but it's not. I may be misunderstanding you, and you just mean it was released with the OVA (along with the very shorty Pretty Sammy special).

Ultimately in the TV series, every cast member, Tenchi included, is a mortal (and that, non-ancient, with the exception of Washu who was in suspended animation when imprisoned). Ryoko was literally a professional space pirate and, at least from their own claims, a contemporary with Ayeka if not almost the exact same age. Granted, plenty of crazy godlike characters originate from science experiments in the OVA (see Kagato).
